Taskbar keeps dissapearing

Hi. Everytime I start up the system, the taskbar keeps dissapearing although
I have de-selected 'auto hide the taskbar' and applied and OK'd. Everytime
the system is restarted or booted the taskbar automatically goes back to
being hidden. How do I get it to stay on the desktop? I have also locked
the takbar and de-selected the quick launch option but it still dissapears...
