taskbar hiding balloons when I hover over icons or minimized windows

when I hover with my mouse over a minimized window or taskbar icon,
sometimes the balloon is half hidden by the taskbar.
How do I see the whole balloon?
Or alternatively, how do I remove the descriptive balloons all together?
I have taskbar set to Auto Hide

this works....shutdown/restart....takes a few minutes but
it works.

go>start\control panel\and double click folder options now
click the view tab and scroll down to the bottom and
uncheck "show pop-up-------" Now right click start then
click properties\start menu tab-customize button and then
uncheck highlight newly installed programs. Now
go>start\search and click change search behaviour and
click "don't show balloon tips" . This will get rid of all
three annoying behaviours. Keep smiling.
