taskbar disappearance

My taskbar has suddenly disappeared. When I minimize programs, they vanish
into thin air, but can still be accessed through the task manager. I can open
the start menu, but I am unabel to see my wireless internet, battery power,
etc. I tried Kelly's Power Task Bar tweak - several of them, in fact - but
they only pop up the taskbar for 1 second, then it disappears again. I have
restarted the computer several times.
Does anyone know how to fix this?

Right click Start Button ( if you can't get the Start button perform this
Press WinKey) and select Properties.
On Taskbar and Start Menu Properties click the taskbar Tab and make sure
these boxes checked:
[ ] Lock the taskbar
[ ] Keep the taskbar on top of other windows
[ ] Group similar taskbar buttons
Click [Apply..] then Click [OK] to close and Hit F5 then Reboot your machine.

Make sure your computer is malwares free and you are the Admin, BTW are you
having Group policy on this machine?.

Adding to the above you can try system restore to an earlier date while
things were okay.
