Task Manager tool bars missing

Neighbor's computer:
When the Windows Task Manager is opened, it displays the data ok, but
the top bar which normally says "windows task manager" is missing;
the next to the top bar which normally says
"file-options-view-shutdown-help" is missing;
the bottom bar which normally says "processes-cpu usage-commit charge"
is missing.
How to get the task bars back? tia

Open Task Manager and double-click anywhere on the top Window border.
Apparently, you managed to convert Task Manager to run in "Tiny Footprint Mode".
