task manager shows cpu usage 100% after trying to open bad .wmv...can't delete the bad file either

My task manager shows cpu usage 100% after trying to (open, or delete) a bad .wmv file. I think I mistakenly downloaded a bad movie file (virus??) and now, every time I try to delete it off my hard drive, my computer must be restarted because my cpu usage jumps up to 100%, and there is nothing I can do. How do I force a delete of this file? The file won't even let me look at its properties. If I try, the same thing happens to my system.

Try booting in safe mode and see if you can delete it.

actually, I now have learned that my CPU usage jumps to 100% even when I attempt to defrag or clean up disk....what's going on? Do I have a hardware problem? Very confused.....please help
