Sometimes it takes a bit of doing. With the left mouse button depressed,
try dragging it from the right to the top, then to the left, and then to the
bottom. Also, right click the taskbar, and make sure that there isn't a
checkmark to the left of Lock Taskbar. If the checkmark is there, left
click on the checkmark to remove it. If you find that you still can't move
it back to the bottom of the screen, use a System Restore Point from System
Restore from when it was on the bottom of the screen.
How: To access System Restore:
Click your Start button/All Programs/Accessories/System Tools/System
Restore. When
System Restore opens select the option: Restore my computer to an earlier
time, then click the NEXT button. The bold dates on the calendar in the
left pane are the dates which contain Restore Points. Select one just prior
to the date that the problem began, or as close to it (but prior) as
possible. Then follow the rest of the System Restore wizard. If you have
installed any updates or any new software since the date of the System
Restore Point that you choose, you will have to reinstall them. System
Restore only concerns itself with Windows settings/registry etc., but will
not effect any of your data files, email etc....
