Tasbar Buttons Flashing

The buttons on my taskbar no longer flash when I open a new window. This
wouldn't seem like a big issue except that my instant messenger windows also
don't flash when I receive a new message. Does anyone know if there is a way
to change the setting for the flashing taskbar buttons?

Do you have TweakUI installed?
