Sysvol folder not created after non-authoritative restore

Hi all,
my server died a few weeks ago. I replaced the hard disk
and installed win2000 srv.
I made a non-authoritative restore, restoring the
SystemState.
Now i have to apply some win9x policies(using poledit to
create a config.pol ) and i see that no NETLOGON and
SYSVOL folders(i mean fisical folders in %systemroot%
folder, not shares...) are created.

All seems to run well (AD users and computers, sites and
services...), but i don't know waht to do.
I have a backup 1 month before hard disk fails. Should i
restore the SYSVOL folder stored in the tape? Or create it
manually (i mean create c:\winnt\sysvol\mydomain.com\...)
