Netlogon folder not created when I do DCPROMO

Here is the setup:
4 sites each with its own DC.

We have an additional site (the 5th site) that was running just a member
server. I get here today and run DCPROMO on the member server. I have
waited about 6 hour snow and the netlogon share has still not been created.

I did the following in AD Sites and services:
manually created a link fomr this site to the main site for replication.
I went to the main site and an automatic link was there for the site where i
did the dcpromo
Forced a manual replication
I waited 4 hours.
%systemroot%\SYSVOL\sysvol\domain_name was the only structure on my new DC.
So I copied the scripts folder over over fomr another DC.
I did not share scripts as Netlogon because I heard you should never do
that.

Can someone help me with a solution? Thanks.

And the eventlogs say ? Run replmon or repadmin /showreps to check on your
replication. Also run dcdiag and netdiag on that DC first.
