System32\hal.dll missing trouble, cant reformat??

Ok here is my deal, I have a custom built PC that was running 100% fine
up until yesterday, when I restarted it and it booted up to a black
screen that had the infamous "<windows root> system32\hal.dll file is
missing or corrupt" --I have two 300GB harddrives, and Win XP Pro was
installed on only one. I have read and tried everything is regards to
fixing the "boot.ini" and I have reformated both my hard dirves three
times now each and tried to install windows on both of them and nothing
works. It goes through the whole reformat process for an hour or two and
then restarts and hangs. One time I got it to go to windows and the
second I restarted it, it came up with missing system32\hal.dll screen
again, after 2 clean reformats! I have tried to do chkdsk and have
tried everyones opions on how to repair or rebuild the boot.ini and
nothing, Now i just want to install windows, and i cant get it to even
start the install process. I have 2 perfectly good HD;s nothing is
wrong with them or my CPU, I think its something to do with my BIOS
settings, has anyone had a problem like mine, i have a gigabyte nvidia
sli motherboard and i think it may have something to do with SATA Raid
drivers being on or off, I dont know about that stuff, please help me,
its not even the system32 error any more, I can not get windows to even
run after a clean reformat, ----i know you cant install windows on a HD
larger than 32gb, but its NTFS, so i should be able to right????
Everything is recognized, but right after I try and install windows
form the setup screen it restarts and hangs, sometimes I cant even get
to the setup screen after i reformat it, I dont have a floppy drive,
there has to be a way to just reformat, reistall and start from
scratch, I need to know what my normal default bios settings should be,
please help me thanks

You should try and break your statements into paragraphs.
would easier to follow. person could take breath/pause after reading.

These are SATA drives. Are they connected to MB or a PCI card?

You don't have a floppy drive.

Is there a driver CD for the motherboard? Or a CD for the SATA pci card?
The SATA drivers have to be on one of them.

I'm sure you have to install SATA driver before installing Windows.
