System Restore will not run

When trying to start system restore, from system properties, I get the
following error:
An error occurred while trying to run
"C:\windows\system32\shell32.dll,Control_RunDLL
"C:\windows\system32\sysdm.cpl",System
What do I do to correct this and get system restore working?
