System out of Virtual Memory

Hi,

I am having problems with my paging file on MS 2000 Pro.
I get several alert telling me that I should change my
initial paging file size through : C:/ - - - System
Properties/Advanced/Performance Options/
This alert is received at startup after taskbar is loaded.
It is nearly impossible to work with an application that
demands virtual memory. When I try to manually change
initial paging file size, this is the alert i receive :
"Windows created a temporary paging file on your computer
because of a problem that occured with your paging file
configuration when you started your computer. The total
paging size of all disk drives may be somewhat larger than
the size you specified."

A visual on specs in 'Virtual Memory' aplet at the moment :

-Paging file size for selected drive-

Drive: C:
Space available: 21354 MB

Initial size (MB): 420
Maximum size (MB): 420 [set]

-Total paging file size for all drives-

Minimum allowed: 2 MB
Recommended: 381 MB
Currently allocated: 20 MB

-Registry size-

Current registry size: 24 MB
Maximum registry size (MB): 64

[OK] [Cancel]

I have tried several times to change the paging file size,
but when i restart my computer, i get the same guidelines
on how and to change the paging file size. This conflict
of mine might not be related to the discussion in this
forum in any way, but i would be gratefull if someone
would help me solve my problem or help me get into the
right place to search for answers.

Make sure that the System account (NT Authority) has full control of the
%systemdrive% and or the drive your trying to put the pagefile on. My
