system info unavailable opens MS help and support screen

unable to access system info thru start,system tools,systeminfo also unable
to use run path box to get system info whenever I try systemtools thru
program files in the start menu it automatically opens up MS help and support
window

Please help or explain why this XP home edition SP2 cannot find advanced sys
