System Configuration Utility

Can't find this answer but it seems easy to me.
On ocassion, when starting XP, I get a System Configuration Utility box
message starting with
'You have used System Configuration Utility to make changes to the way
Windows starts.' Sometimes I made changes, sometimes, to my knowledge,
I have not.
Regardless, after selecting 'OK,' I get the MSCONFIG box in whcih I
select either 'Normal' or 'Selective Startup.' If I select 'Normal,'
the changes are discarded. If I choose 'Selective Startup,' I get
another box asking if I want to restart now or later to make changes
permanent and restarting puts me on an eternal cycle of 'You have used
SCU . . . Only way I have found to get out of the loop is to 'Restart
Later' and continue working. But this requires me to select 'Restart
Later' every time I start up.
How do I make changes permanent and get off the eternal restart?

Just select "Do not show this message again" and any changes prior to
the Reboot will remain, and this message will not reappear until
another change is made.

Easy solution:
On the page that mentions "Windows is now running in Diagnostic
Mode..." put a check mark in the box next to "Don't show this
message or launch System Configuration Utility when Windows
starts".

Correct solution:
Scroll down to line 148 on this page:

Download and run the script on the right hand side "Clear
disabled items from Msconfig...".

Correct manual solution:
Run regedit.
Navigate to the following keys,

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Shared
Tools\MSConfig\startupfolder
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Shared
Tools\MSConfig\startupreg

Click the plus sign next to each key and right click on any
folders that are listed beneath them. Select delete from the
menu.
Only delete the subkeys!
Close the Registry editor.
