system alert help!!

I have a question mark that flashes to a red circle with a line through it in
my system tray. It pops up a balloon that says system alert about spy ware.
when you click on the balloon or the question mark it opens a web page to
spylocked. how do I get rid of this annoying problem?

Does your Norton Up and current for updates and subscriptions?.
