sysedit won't run

I'm trying to troubleshoot a problem running 16 bit applications on XP home.
It seems that wowexec and ntvdm start immediately by the applications never
do or else they might after a delay of 10-15 minutes. The computer doesn't
lock or freeze and there are no error messages. When I do start\run\sysedit
the same thing happens. I discovered that if I boot in safe mode sysedit
starts like it is supposed to. However if I try a diagnostic start or
selective start with nothing checked (msconfig), I have the same problem. I
know there has to be a conflict somewhere. Any help would be greatly
appreciated.
