Could be a lot of things. Are you connecting to an Exchange server? Do you
have any add-ins installed? Is your antivirus program set to scan e-mail?
Also, what version of Outlook are you using (always helpful for others to
know whe you are asking for support)?

Synchronizing means that it is sending/receiving mail.

In addition to Jocelyn's reply;
How many accounts do you have configured? Which types?
What is your automatic send/receive interval set to?

I am using Outlook 2003 with business contacts. i do have norton internet
security and it does scan incoming mail. is there a way to set it to only do
the syncronizing at certain times?

Check with Norton documentation on how to disable the mail scanner and
remove its integration with Outlook. This will most likely solve your
constant syncing.

You can set your automatic send/receive interval in Tools-> Options-> tab
Mail Setup-> button Send/Reveive...

Don't set the interval below 10 minutes. If you have more than 1 account you
should set it even longer to prevent a constant polling at your ISP.
