I would like to sync windows mail between my laptop and my desktop a couple
times a day.
They are on the same network, I.E. both are at 192.168.5.*

You can't, at least not reliably. What you can do is set each machine to
leave a copy of messages on the server so at least your incoming mail is
the same on both. That will not help with sent items though unless you
also send each one to yourself.

Trying to share the mail store between two computers is guaranteed to
eventually cause you trouble.

The sever thing is on the advanced properties tab for each account you
have set up, and you can set it so that messages remain on the server
for X number of days or until you delete them or a combination of both.

If you need more than that then maybe your ISP does webmail, or maybe a
gmail account would suit you.

What type of account, POP or IMAP?
As Charlie Tame already informed you, POP has very limited sync
capabilities. If you need full sync of all folders, ask your mail provider
if they have IMAP accounts. If not, Gmail and AOL offer free IMAP accounts.

Also,Windows Live Mail can sync its desktop client with any Hotmail, MSN,
or Live.com account.
