Symbols/Special Characters Missing

Something has gone wrong with symbols and special characters. Normally when
I bring up the symbols page, it only covers part of the screen. All of a
sudden, it and the special characters page take up the entire window, and
the minimize button is missing. Now tonight, I go to the insert menu to
click on the symbols selection and it is missing. What can I do to get it
back? Thank you.

Double click the title bar of that window.
