Subject line: arabic text are garbage

i am trying to help one friend to fix his outlook email, the subject line
(arabic text) are encoded incorrect or he can not understand, seems like a
garbage message.

need your advise how to fix the error.

As I asked you in your earlier post this afternoon: what version of
Outlook, and is it running in Unicode Mode? Outlook must be running in
Unicode Mode in order to display multibyte header lines. See
