I upgraded my CPU in my DELL Dimension 4550 to a 3.06
w/HT. I notice that my ATI TV Wonder software started to
lockup and quit responding. I found that there is an
updated stream.sys that fixes this very same issue with
TV cards and hyper-threading. However, it is not suppose
to be released until SP2 comes out. When is that suppose
to be? Where can I get this updated file now. It is
KB817589.

You need to do exactly what it says to do in the KB article, "To resolve this problem immediately, contact Microsoft Product Support Services to obtain the fix." As long as you clearly state you have the problem listed in the article, and do not ask any other support questions, you will not be charged for the support call.
