strange shutdown behaviour

I have a strange problem. I made a clean installation on a
HD A (a Maxtor 40 Gb, all powermax tests passed
successfully) of windows 2k. After I installed SP3, in the
events log appeared ftdisk error ID 49, about paging file
not large enough for crash details. Pagefile was already
set to 1.5 time the amount of physical memory..tried to
extend it but the error was present at each reboot in the
events log. However, the system was working fine, except
that it hangs at shutdown after the "closing" window
disappeared. I updated the system with the latest
hotfixes, but the shutdown problem was still there. After
some reboots, now, at shutdown, the screen becomes black,
HDs engines are stopped, but the power supply and all the
rest in the case stay powered (green light at the monitor
led, power supply fan rotating etc). It seems like the
system tries to reboot, but it doesn't manage to do that.
At first I thought of energy saving problem, but
everything is normal. To verify if it is a "case" problem,
I changed the HD A with HD B (macùxtor 20 Gb), where a
week ago I made a clean W2k SP3 installation (no ftdisk
error present). The latter system shutdown normally.
Before trying SP4 and then reformatting,
any ideas to try ?

I had encountered similar issues..found that the IDs "System" and "Service"
did not have any access on the disk drive and so could not access the page
file. to resolve, I had to take ownership of the drive , add these 2 ids
full permission on the drive and reset the permissions on the whole drive..
restart the machine and the issue was resolved!...

not sure if this helps in your case too... worth having a look though!..
