Strange Listing in Event Viewer and MSIE will not dial default connection

Something strange lately as Internet Explorer no longer
auto dials the default connection no matter what!

The Event Viewer had the following (strange) message and
I can't find anything on the MSKB..

Anyone out there that can help?

The Help System then reported the following:

This message just means that the computer that was maintaining the list of
nearby computers was shut down and a new "keeper of the list" must be
elected.

It shouldn't be a problem in and of itself.
