Stop c000218 (Registry File Failure).......Help

I have been reading the response to the BCOD regarding the "Stop: c000218 the
registry can not load HIVE (file) \system\system32\config\software"
problem....yes I have this problem. And the response keeps referring to
getting to the "system setup" screen....but the problem is that is not
possible.....no matter what option is selected to boot the OS..ie..safe mode,
last good, normal, or whatever....the result is always the same it reverts
bac k to the Blue Screen with the "Stop: 000218 message". I have tried the F8
options also with no success and the www.nu2nu prebuilder web page does not
address getting by this screen either. The nu2nu page emphatically states not
to press the "R" but I am not able to even get to the Windows Setup page. If
anyone has conqured the "Stop: c000218 please advise.

Thank You for the reply...but as I stated, I can NOT get to the "Welcome to
Windows Setup" screen as described in the suggested article.No matter what
boot option is selected,ie, "safe mode", "last known good", "normal, or any
other option to start windows....it always reverts back to the blue screen
with the Stop c0000218 message. The same result occurs weather I attempt to
boot from HD or startup CD....the suggested article states in step one "click
to select any options that are required to start the computere from the CD
ROM when prompted" and ALL options result in the same thing...ie...NOT the
Welcome to Windows Setup...BUT back to the Blue error screen....at this point
I'm ready to throw in the towel and reformat.....but I can't even get to the
setup to do that! HELP, HELP, HELP! Thank You
