Start up problems

Hi,

I am after a bit of advice if anyone can help.

I have got a laptop when I switch it on it should open to a log on
page then I log on to access my desk top however when I power up it
tries to start the log on page then jumps to the desk top page without
showing any icons or wnidows start toolbar/taskbar. I can access any
of the progams by pressing 'control+alt+delete' bringing up the task
manager then starting the required program as a new task. If I try to
start explorer through this route it will not start and a fault
message is generated stating that windows will not start due to
potetnial risk to the computer. Any ideas what may be causing this to
happen

Is it possible the group policy applies to the computer.
