Running Windows XP Pro and for whatever reason I cannot get a picture on the
start menu. Pictures are in my user acount under all users/documents and
settings/application data/microsoft/user account pictures/default pictures.
Re-installed shl_img.inf file. Still no picture. Would just like to have it
available.
Any fixes available?

You cannot have a picture on your Start Menu if you use the Classic Start
Menu.

Switch to the XP Start Menu.

*And* you cannot have a picture if you have the Welcome Screen turned off.
The Start Menu and Welcome Screen use the same picture.

To turn the Welcome screen on...
Open User Accounts in Control Panel.
Click Change the way users log on or off.
Select the Use the Welcome screen check box.
Click the Apply Options button.

Does this folder exist?
C:\Documents and Settings\All Users\Application Data\Microsoft\User Account
Pictures\Default Pictures

That is the folder where the default user account pictures are stored.

C:\Documents and Settings\All Users\Application Data\Microsoft\
User Account Pictures

Is the folder where any the user account pictures that are selected are
stored.

Does NoUserNameInStartMenu exist in either of these keys? And is
NoUserNameInStartMenu set to 1?

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\
Policies\Explorer
and/or
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\
Policies\Explorer

Change NoUserNameInStartMenu to 0.

Start | Run | Type: Regedit | Click OK |
Navigate to >>
HKEY_CURRENT_USER\Software\Microsoft\Windows\
CurrentVersion\Policies\Explorer
and/or
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\
CurrentVersion\Policies\Explorer

Value Name: NoUserNameInStartMenu
Data Type: REG_DWORD
Value Data: 0 or 1
0 = display username and picture
1 = hide username and picture

Create a new DWORD value, or modify the existing value, called
NoUserNameInStartMenu and edit the value according to the settings above.
Close the Registry Editor, you may need to restart or log out of Windows for
the change to take effect.

If XP Pro, you can use Group Policy...
Start | Run | Type: gpedit.msc | Click OK |
Local Computer Policy\User Configuration\Administrative Templates\
Start Menu and Taskbar\
Remove user name from Start Menu

Set Remove user name from Start Menu to Not Configured or Disabled.

The NoUserName does not exist in the registry, not using classic menu,
welcome screen is enable and Set User Name from Start Menu is set to Not
configured. Still no picture. Any other suggestion or changes to the
registry that need to be made?

After some further research it appears that you also need to have the
Windows XP theme. I never realized that. If that is the case and it fixes
your problem I will add it to the list of what you need to see a Start Menu
picture. I use the Classic Start menu, the Classic theme and I have the
Themes service disabled, so I never see a picture.

Are you using the Windows XP theme?

Open display Properties...
Right click the Desktop | Properties | Themes tab |
Click the V on the Theme list | Select Windows XP

If the Themes service is disabled, Windows XP will not even be listed in the
Theme list in Display Properties.

Open Services...
Start | Run | Type: services.msc | Click OK |
Scroll down to and double click Themes | Click the V next to Startup type |
Select Automatic | Click the Apply button | Click the Start button |
When the Themes service starts, click OK | Close Services
