Start menu greyed out

A couple of days ago my start menu grayed out. It just happened again.
I can still get to it with ctrl-esc and everything else is normal - I
just can't click on the start menu button itself. I have exited all
programs, CPU shows no activity aside from the task manager I am using
to check for errant programs.
