Start menu freezes? Please help

I have a problem like this for 1 week :
First i open things like winamp ie icq and mirc then the
start menu freezes i cant do anythin at start menu nothin
and then i cant open anythin from desktop or somewhere
[.exe's or my computer my network anythin] if i click icq
it goes not respondin and ie stops connectin to sites [im
clickin to link but no response] only mirc and winamp
works but it happens when i dont do anythin too like i
only put a dl on at night and when i woke up it was same
again but the dl was still goin on whats wrong with my
computer?
My configuration is
p4 1.8 ghz
gigabyte p4 titan motherboard
2x512 twinmos 400 mhz pc 3200 ram [2x256 266 oem as alt.]
120 gb seagate barracuda 8mb
and i tried installin windows from 2 cds and tried 4 rams
2 hdds and formatted like 7 or 8 times please help me

What does a scan with a current antivirus program (meaning a version not
earlier than 2002 and using updated virus definitions) show? Mirc and
ICQ are known portals for viruses.

Go to start, click on run, type in msconfig. Go to very
last tab to the right, should be titled startup. Now what
you're going to do is uncheck everything that doesn't
need to startup with the computer, what I mean by that
is, when you start your computer and it's all ready to
go, do you have a ton of icons to the left of you clock?
If you do, which I bet you do, this is the place to
disable those programs from starting when your computer
does. Once you've edited this list it will ask you to
restart. Once you've restarted a box will pop-up saying
something about a diagnostic start-up. check the box in
the lower left corner, hit ok. Now if you're still having
the problem try and clean up your computer's cookies and
other stuff that can be disgaurded. Go to start,
accessories, system tools, disk cleanup, check all the
boxes then click ok. Once done go back to system tools
and select disk defragment, highlight drive letter C:
click analyze, if it prompts you to defragment, do so.
Restart after defrag. If you're still having the problem,
you most likely have some type of either adware type
virus or a worm virus. In case of this go to Norton
Antiviruses web site and use their free online scanner.

well i checked any spyware and viruses nothin i dont know
any virus that can resist format disk already defraged it
cant be what you guys said bcz ive done them already
