Start Menu - Doesn't connect to computer files

I've been having problems with the computer, but this takes the cake. I hit
the "start" button, and when I click and of the "MY" buttons (my docs, my
pics, my computer, etc), the hour glass hangs with the cursor for a while,
then, the screen blinks for a second, but then, the hour glass goes away, and
it doesn't open what I clicked. This even happens when I click the start
button, and try to access my control panel. Something is happening that
won't let me get to files, directories or connections. I have items on the
desktop, and that's all I can access. Has anyone seen this, and what the
h*ll can I do?

If it hasn't been going on too long, then do a system restore back to a
point before it was doing it. Keep in mind though, that any programs you
installed after that restore point will be gone.
