To start the computer in safe mode
You should print these instructions before continuing. They will not be
available after you shut your computer down in step 2.
Click Start, click Shut Down, and then, in the drop-down list, click Shut
down.
In the Shut Down Windows dialog box, click Restart, and then click OK.
When you see the message Please select the operating system to start, press F8

In the above steps provided by help, I try until step 4 and was my input on
F8 is inactive and non response.

This post is all by itself so if it was part of a previous thread, I did
not see it and do not know why you are trying to start in safe mode.
Anyhow...

You will only see the message "Please select the operating system to start,
press F8" message if you are multi-booting. If there is only a single
operating system, then you need to press F8 after POST and before Windows
starts to load. An Advanced Start Menu will appear asking how you want to
start Windows - Safe Mode, Safe Mode with Networking, etc.
