Start button Right click menu

Hello,

I have an XP machine that when in Explorer and in the
right pane, if you dbl click a file to open it, it
displays the search screen. I have noticed that when I
right click on the start menu, SEARCH is at the top of the
list and in bold, as opposed to Open (its like their
switched in the registry, but i can't find the key to
rearrange them). I have googled this for hours and can
only find ways to add a shortcut to the "right click start
button menu", not rearrange it, so I don't even know if
the two issues are related. Please help..
