You possibly still have a rootkit; one of those recently blocked all you
mentioned, except the Taskbar. In "Safe Mode with Networking", download
Malwarebytes, update its definitions, and run twice, if prompted. If
that alone doesn't help, download and install the "Free Avast!".
During the setup, click "Yes" to the Bootscan prompt, reboot, and wait
for the complete scan to complete. You might be prompted twice on what
to do about malware. Press the number 2 both times, to "delete all"
malware.

Restart, and if, when you click IE to open, you get an Avast! alert that
a rootkit has been detected, delete it, and do another bootscan as prompted.

There may be many ways to remove nasties, but this recently worked for me..

Free Avast!

Install and update Malwarebytes' Antimalware (MBAM). Do a thorough scan,
not just the quick one. (From

Do a control alt delete

Then click on file list and then run new task

Run regedit

Then navigate to

HKEY_Local_Machine\Software\Microsoft\Windows NT\Current Version\ Image File
Execution

If you find explorer.exe under that branch then delete it.

Restart the computer and you will then have the desktop back

If it is the same virus I have seen lately

all the best

Hi Glen
Glad to hear it worked
The next step is to update your antivirus software and then do a full scan
of the system and also an addware check
If the virus is identified then search its name in google for infomation on
anything else it might have changed.
I think from memory there was a possibility it could affect usb drivers in
some cases
The email that has been causing this problem has been a fake ups shipping
notification that instead infects the system
all the best
