My start bar is missing suddenly and my desktop has no icons.

My desktop is still in theme with the background I picked, but unresponsive
with my mouse and I can access things through the TASK MANAGER.

If I want "help from Dell" I have to pay 100 that I don't have right now.

Open task manager,under "file" in the upper lt. corner select new task and
type in explorer.exe then ok. Does this help?
A reboot may also fix this.
