standard digital camera as a webcam?

Is it possible to use a standard digital camera as a webcam? Possible with
some cameras, but not others? How can I tell?

I would like to be able to capture still images directly with TWAIN aware
software, similar to what can be done with just about any web cam, but with
higher quality.

What do I need to be able to do that?

Some camera manufacturers offer specialised webcam software, other cameras
have third-party software support, some will not work at all. Web search for
your specific model.

A digital camera with A/V output and a video capture card.

That definitely WON'T be "higher quality", as the OP requested.

It'll just be a crappy captured interlaced (or not) video frame.

Older Nikons could be controlled and images downloaded
through the USB cable:

I wrote some Visual Basic code to use with this module
to use my 995 for astrophotography. Worked great.

Perhaps you can use the above link as a starting point
for research on your particular camera.
