ssl3.0 & secure websites

Having trouble connecting to secure websites. SSL3.0 and
SSL2.0 are enabled, and have tried enabling TLS1.0 to no
avail. Windows update displays the message that "the time
settings may be incorrect" but the time in windows control
panel is correct. A program called "precision time" which
is designed to sync the computer time with a global clock
was used, could this be the problem? help-about shows the
128-bit encryption is enabled, and all security settings
seem to be normal.
