I fixed the problem my clicking tools in the main mail folder then options
then spelling tab clicked check before sending and then again to remove the
check mark and open the drop down menu and then clicked apply i didnt have to
download anything it always was there but somehow gets lost when some
computer companys load it on there systems this computer 1 week old.

You're in the wrong screen.
In the main screen of Windows Mail, (not the compose screen), go to
Tools, Options, Spelling.
First select another language, click Apply. Then reselect English and click OK.
