You're looking at the compose window.
You need to be at the main Windows Mail window.

Is the spell checker enabled? See this link from my website:

If spell checker is enabled, then try changing the language. You should
already have it set to English, but change it to, say French and then back
to English again.

When I try to spell check outgoing email, a message pops up saying the "This
language is no longer available for spell checking. Please select another in
the spelling options dialog box." Since I'm writing in English and its the
only language I speak fluently, I seem to be out of options. I'm also a
terrible speller, so really need the spell check.

Thanks.

Click on Tools, then Options, then Spelling. Change the language
selected to some other language, click Apply, change it back to English,
click Apply again, then click OK. Windows Mail comes with English
not properly selected as the default language.

Windows Mail comes installed with English not fully set as the default
language to use. To correct this, click on Tools, then Options, then
Spelling, then change the language to something else, then click Apply,
then change it back to English, then click Apply again, and then click
OK.

Windows Mail comes with the default language not properly set to English.
To correct this, click on Tools, then Spelling. Change the language to
something other than English, click on Apply, change it back to English,
click on Apply again, and click on OK.
