Speech Icon broke

This icon is in the control pannel. When I click it reads this [An exception
occurred while trying to run"shell32.dll,Control_RunDLL"C:\Program
Files\Common Files\Microsoft Shared\Speech\sapi.cpl",Speech"] The sapi.cpl
file is messed up. Can I replace the whole "Speech" file with someone else's
file? What program am I suppose to use to open these? Any suggestions?

Is it because it has been disabled, as in it is listed under don't load?
HKEY_CURRENT_USER\Control Panel\don't load

If not, do a search for: sapi.cpl and delete it.

Is this a TTS issue?
