Spanish intended for Mexico

I purchased a Dell computer as a gift for some children residing in Mexico
and it came with an OEM English version of XP Home edition. Dell tells me
that if I buy the XP Pro upgrade, then I can designate Spanish as the user
language.

I also see that there are Spanish Versions of XP HOME out there. As the
prices are about the same is there some reason that I am missing that would
make Spanish Home a better choice over XP Pro.

These children will likely be using the machine as a standalone without
internet access and without access to support.

Any guidance would be appreciated by me (and ultimately y these kids)

Windows XP Pro by itself doe not have the capability to change languages.
The Multilingual User Interface (MUI) can only be installed on Windows XP
Pro English and would allow you to change the language.
The downside is the MUI has very limited availability:

Have you asked Dell if they can change the language for you?

There are Spanish versions of Windows XP Pro and Home and you may need to
purchase one.
By what you describe, Windows XP Home in Spanish may be your best option.

Thank you for bringing the availability issue to the forefront. I am
eligible for a 'student' version of xp pro costing significantly less then
Dell's price but I see now that I am likely subject to Dell's licensing with
MS to apply the MUI and would have made a bad purchase had I bought the
student version.

I am leaning toward the localized - spanish version of the XP Home
