****Spam**** added to subject line when receiving

For some reson, starting last week, most of the email I receive from outside
of the office is labeled with spam in the subject line. Even addresses I get
email from frequently, started getting tagged as spam in the subject line.
Outlook is not sending the emails to the junk folder.

It's not Outlook doing it. It's either an antispam program installed on your
computer, or one being used by your ISP/mail provider.

Sounds as though your IT department/ISP has cocked up their spam
filtering/rules and is stamping all mail as spam. Have a word with them.

My ISP and mail hosting is done at different places. My mail hosting service
says its not them and ISP says its not them either. I am our IT guy here and
I didn't change anything.

Then use the webmail interface to your e-mail account to see if the spam
prefix is already added when the e-mail was received at the mail server.
If it is already there then they added it. If it is not there then
something on your end is adding the spam prefix, but that is NOT Outlook
doing that. Outlook does not add the spam prefix to the Subject header;
however, maybe you defined a rule to do that.
