SP3 is NOT accumulative !!

including service packs. And, the issue has been discussed over and over

What web site? It was published on the MS SP3 sites that it had to be
installed on computers with at LEAST SP1 and to be slipstream the CD
had to be at LEAST SP1.

That isn't WinXP SP3. That's the Overview document in 3 different formats
(docx, pdf, xps).

Windows update will prompt for SP1 etc. After installed, it will prompt for
SP3 after update reviews your installation. So, you're not talking about
windows update. If you are, then you need to look at the prerequisites for
SP3.

SP3 will not install over pre SP1A from the SP3 CD in an XP session. It
will work on a post SP1 installation.

SP3 on CD can be slipstreamed to a pre SP1A XP install CD to create an ISO
for a XP SP3 installation.
