SP3 does not install Net Framework 2.0!

I installed SP3 but discovered that it does not install Net Framework 2.0. Is
my conclusion correct?

Assuming you mean "Service Pack 3 for Windows XP" - you are correct - but I
do not know why you would have thought installing "Service Pack 3 for
Windows XP" would have installed the .NET Framework 2.0 in the first
place...
