SP2 won't install

SP2 gets to PCL5res.dll, then says "updating registry" and then a box comes
up which says "access denied" and then uninstalls SP2. I have all the
critical updates installed prior to the attempt to install Service Pack 2.
Prior to the SP2 install attempt I had run a system repair reinstall.
