Sound level TV out

I have an AIW 9000 Pro videocard from Hercules. My problem is the
sound level when playing DVD's or TV recordings via the TV out on my
TV. I have to turn up the TV sound level to its maximum in order to be
able to hear something. I am using the on board sound of by Chaintech
CT-7VJL mobo. When I plug-in a headphone the sound is just fine. I am
running MMC 8.5 with Catalyst 3.4 drivers. Does anyone has the same
problem?

Yes - Sapphire AIW 9000 PRO Cat 3.5 MMC8.1 W98SE SB Live exact same problem.
The other problem I had was no sound at all if I recorded to mpeg format,
and fixed this by changing the SB Live for a cheapo Hercules Muse.
Drivers were more up to date than the SB Live, I think that made the
difference.

Also find that if I use composite input all is fine (the sound path is
exactly the same), so that confirms that it is the TV tuner of the radeon
not supplying adequate sound level (to all those who say "Windows Volume
control - properties - record line in" etc etc etc)

Never found a solution , so good luck!
