Some mail does get sent

I send mail and most of it goes, but some does not reach the receipient.
There are no large files and the "sent" folder shows it as sent. I also
periodially still get the "message in Outbox" thing and have to use the MS
patch about twice a week. I'm ready to go back to web mail. When I try to
resend the mail usng MS web mail, it gets there OK. Anyone have any ideas?

If a copy of the message is found in Sent Items, the problem lies outside of
Windows Mail.

The MS patch should not be used more than once. Also, it has been
permanently incorporated in Vista's SP1. You should not have any
messages staying in the Outbox unless they are accompanied by
an error message when you try to send.

Your SMTP mail server may be on a spamming blacklist. Which server
is it? Webmail uses a different server, so it may not be on the blacklist.
