Snipping Tool/Sticky Notes Cannot Start

I just noticed today that when I try to run the Snipping Tool, I get this
error:

THE SNIPPING TOOL IS NOT WORKING ON YOUR COMPUTER RIGHT NOW. RESTART YOUR
COMPUTER, AND THEN TRY AGAIN. IF THE PROBLEM PERSISTS, CONTACT YOUR SYSTEM
ADMINISTRATOR.

I've been running Vista Ultimate for about a year now, and installed SP1
this week.

Restarting doesn't fix, I've also tried adding/removing the TABLET PC
OPTIONAL COMPONENTS in the Windows Features On/Off control panel. This
doesn't help. I even went to the extreme of uninstalling SP1 to no avail.

I also notice that I get the same error as above with Sticky Notes:

Sticky Notes IS NOT WORKING ON YOUR COMPUTER RIGHT NOW. RESTART YOUR
COMPUTER, AND THEN TRY AGAIN. IF THE PROBLEM PERSISTS, CONTACT YOUR SYSTEM
ADMINISTRATOR.(80004005)

And Windows Journal too!

WINDOWS JOURNAL CANNOT START. THERE WAS AN ERROR INITIALIZING INKING
COMPONENTS.

The ONLY function in the Tablet PC that works is Tablet PC Input Panel. Well
it runs, but neither of the TOOLS or HELP pull down menus work.

I've seen others with the same Snipping Tool error while searching google,
but never found a fix. For some people they had to reinstal the whole OS,
but even then the errors came back after a while.

HELP!

Where do you do this? As mentioned (see above from my original post), I have
tried adding/removing the Tablet PC Optional Componenets in the "Turn
Windoes Features On or Off".
I've removed, it then rebooted, added it, rebooted same problem. Is there
another place to do this?

I may have fixed it.
I opened MS Outlook and rand the OFFICE DIAGNOSTICS, and that seem to have
fixed the problem.
Now let's see how long it lasts.

You have been fortunate but you are taking an unnecessary risk.
It possible your current problem is the result of a virus.

Hah, no, I've use my machine 12hrs a day, and have been for more than 10
years surfing everywhere and I see no need for full time av. Why? Because I
can spot malware a mile away! I know exactly what should be in my task
manager and registry.

In fact, most of my friends run full time antivirus programs, yet when I
visit, I usually find 2 or 3 viruses or trojans on their machines that their
av programs have missed.

If I suspect something looks suspicious on my machine, I will run housecall
online scanner, and something like super anti spyware. 99.9% of the time
they find nothing. AV software just bogs down the OS, and can cause more
trouble than they fix. My sis works as a tech support person for a computer
company, and she said 70% of their tech support problems are due to full
time AV software.

It's just like anything, you just have to put some thought and effort into
what you are doing.

And it turned out my problem wasn't due to a virus. It was some sort of
glitch with Vista SP1 and Office/Outlook (which is remedied now).

Umm I don't have Office 2007, this happened after vista sp1 install,
specifically after May updates is when I noticed it.
I used Outlook 2003's detect and repair will this do the same thing??
Help I love my snipping tool.

on the left side, click on "Turn Windows features on or off"
Make sure there's a checkmark in front of [x] Tablet PC Optional Components"

the snipping tool is part of that.

I don't know... I thought it was on by default, but I've been using Vista
for 16 months now, so I don't recall.

I personally use the free Gadwin Printscreen.

Undo that which you did to turn off Tablet PC functions. The snipping tool
is a part thereof.

I having the same problems, inking, sticky notes, journal etc. I hav tried
restart, reboot, with no luck.
The computer is seven months old, They all worked fine at first them they
don't work!
Can any one help me?
