Sneaky Virus?

I've spent a while scouring google and didn't come up with anything.
I am unable to do anything with DirectX on a computer.
I get the "your security settings prohibit running of activex controls".

There are no security settings. I have checked group policy, IE settings,
the registry, default users, etc.
It is not only that account - other accounts cannot run ActiveX.

This is particularly important, because I definately beleive it is a virus,
but this virus is preventing me from running windows update or applying
security patches. Downloaded patch executables say that the file is corrupt
(From both IE and netscape.)
I tried to run the antivirus from http://housecall.antivirus.com - activex
didn't let me do it, and netscape gave me an installer which didnt' work
very well.
