Sluggish video performance

I've got a 3.0Ghz P4 system w/ an ATI x700 and I'm experiencing some
problems with video related issues. "Normally" it's things like
sluggish video playback, but in more severe instances, the entire
screen starts flickering (as if the video wasn't being refreshed
quickly enough) I've got the latest drivers, bios, etc, so I'm trying
to deduce what the kink in the system is. Can anyone recommend some
tips/utilities to help me trace the source of the problem? Thanks!

480W Antec PSU
HDD Config (total 6 drives, hence the 480W PSU):
-160GB SATA Raid 1
-200GB SATA Raid 1
-160GB SATA Swap
-200GB EIDE for Temp Files

Run DXDIAG and see if it throws up anything. Yes, I KNOW that Direct X
isn't directly related to all video playback, but DXDIAG can show you if
you have issues with AGP acceleration or Directdraw.

It can sometimes help to install the AGP driver for your board before
installing the Radeon driver (i.e. uninstall the Radeon driver and
re-install the AGP driver in VGA mode). When you say you are running
the latest drivers, I assume you are including in that a reasonably
current Catalyst driver AND proper and current chipset drivers for your
motherboard.

Oops, I forget to mention my X700 is PCI-E. Will DXDIAG still help?

And yes, I have the latest Catalyst driver (5.5) and drivers available
for my ASUS Mobo. It runs the Intel 925XE chipset, should I be looking
on Intel's site for drivers? I would think there'd be a link or
mention on ASUS' site.

Turns out it was something pretty silly. When I upgraded the PSU, I
neglected to upgrade my UPS as well. Ever try drawing 480W across as
350W Back-UPS? Not recommended. (D'oh!) Thanks for the suggestions,
though.
