Slow Vista Enterprise startup

Hello, I am running Vista Enterprise. I have two issues.

# About once per hour my pc locks up. All I can see is that something
massive is being written to the hard drive. While this is going on my pc is
100% froze. When the hd settles down, the pc picks right back up where it
left off like nothing has happened.
# Upon cold boot up: bios flash screen, hd thrashes normal upon a Windows
startup, I get the Vista black start screen that has the little green scroll,
that goes away, then my pc sits dead quiet for 30 seconds. Nothing is
happening. Even my monitor goes to sleep mode. Then poof! Windows starts
right up to the desktop and pc runs great. I thought Vista was supposed to
be really fast on boot up? Like 30 seconds from power up to desktop.

Any advice? My pc: new Dell Dimension P4. 2.8Ghz Dual Core, 2gig ram, 160gig
sata hd, 256mb pci-e ati video card, dual dvd drives, Dell Ultrasharp 22"
widescreen. This is a fresh build.

Dell is notorious for loading a bunch of JUNK.
Try removing unwanted junk from your startup by using
RUN> MSCONFIG

Try disabling stuff in the startup tab. Is something you use fails
turn it back on.
