Slow scrolling problems!

I have recently reformated my harddrive and now i have a
problem with slow scrolling on web pages and even simple
word documents. instead of a smooth scroll, it is
delayed and jumps too far down the page. What can i do
to make the scrolling smooth again?

To maybe help to my original problem...
In my windows task manager, under my perfomace tab. The
CPU Usage is @ 2% but during scrolling it goes to 96-100%
when the computer slows down. What causes this?
